You Would Need A Theme. Or i Think you Could Edit Files But I Think You May Have To Edit Alot Of Them

ha?! you don't need to edit anything. you have to go were i said later, but if you edit, you're account as admin, will look the same, with the info bar on top, create a new account and you will see the diference

Yes, the ACP setting only changes it for guests and new users, not change what current users see.
I swear there hasn't been a single day where I haven't said that.

I have no idea what you mean by that.
Updating the setting in the ACP won't change it for current users, you'll need an SQL query to change it for them.
