What do you think are the most necessary things needed for webmastering?
I say Notepad++, GIMP, Multiple Browsers, and FileZilla
Filezilla, Photoshop, and Notepad are all I really use.
Wordpad and a Browser. You don't really need graphics to master the web.

Your question was "What tools are necessary for mastering the web", graphics aren't needed to master the web (more specifically, web development). Graphics are used to enhance the website look and feel, not how it works.

I'd say Notepad++ to write stuff and different browsers to test it thoroughly.
I use FileZilla (sometimes FireFTP), All of the browsers (for compatibility test), I make all of my graphics in Paint.Net, Notepad for TXT files, and I use File Managers from DirectAdmin (sometimes cPanel) to edit my files.
I think I am one of the few people that never use FTP to edit website files.
You don't really need a FTP Manager.
All you need is Windows Explorer and your Username and Password.
Then in the address bar type
ftp://www.yoursite.com

I don't use any FTP program, I just head over to the server and add/edit files from there.
