How do you set the current time on the control panel (upper right corner) on the main page?

I tried going into board settings > Date and time formats, but there was only the
Default Timezone Offset.

In your UserCP. As I say time and time again, most settings in the ACP don't change the settings registered users have. Hence why it's called Default Timezone Offset.
