You will find the dimensions setting on this page.

Maximum Avatar Dimensions
The maximum dimensions that an avatar can be, in the format of widthxheight. If this is left blank then there will be no dimension restriction.

I meant in the posts they are showing up as 50x50 when the thing is set to 100x100. Also how do you increase the max size from 10k to say 200k?(Upload size.)

The avatar filesize limit can be found in the same location as above poster mentioned. There is also a setting on the same page to disable the resizing

Just do a settings search for 'avatar' and you'll find everything there.
