is there any tutorial on here saying how to translate plug ins ? , i can do alot as i have alot of spare time

As long as the plugin author allows translations, I think it's just a case of editing the language strings in the language file and changing the English text to whatever language you want to change it to.

There is a rather extensive thread about creating a new language pack here. Summarising, if you can translate into a language for which no language pack exists yet, simply start one (perhaps also create a new thread mentioning that you have begun translating so nobody else also starts a new translation).
In any case, to ensure that the quality of a translation is very high, it is recommended that you only translate from English into your native language. Of course, that's not written in stone; if you have studied a language for several years and have mastered it you can also translate into that language. However, be sure that you know the language very well.
