I don't know if this is a bug or not but I have always had this problem.
Permissions for guests says they cannot vote in polls.
However they can vote :/

Have you set that in the group settings or the advanced perms for a particular forum??

Edit: I just get a no perms page when I try and vote...

Hmm I think I found why tho it makes no sense to me.
If it is set to a "Public poll", guests can vote but the description says everybody can view who votes and doesn't say guests can vote.
