I got to looking at my VPS and found I can click an option in a domain to allow ruby on rails. I saw the website and all but what is this ruby on rails even good for?

ruby on rails is a web framework that is really like an own web-language on the lines of PHP, it's gotten quite popular in the last years because of it's simplicity.

So is it a good thing to use for php development and what not?

I've never used it, but I might look into it eventually. I know a lot of applications are built ontop of it.

I figured if I got the option, why not use it :p

No, this is not a PHP module. This is a own language you need to learn. But if you are not that into PHP already and wanna try out something easy for web applications you might give it a try.
