how to block all page if maintenance??

Don't really know what you mean, if the board is closed, only admins can see it anyway, everyone else just gets the board closed message on any page they go onto. So if that's what you want, that's how it works anyway. To test it, when the board's closed, just logout, you'll see the board closed message no matter what you click, but you can still login. and see the board as an admin.
i will change my host, i want index page that show maintenance, all user can't access all board except index page,
I'm not sure what you think you'll achieve by changing host, this is nothing to do with the host, it's how MyBB works. They see a message saying why the board is closed. Being able to see the index but not anything else would confuse your members.
maybe he mention the maintanence mode when we activated them..
