after you've got many members, you can delete those "bad" topic.
Get a custom logo made to match the design, yours in cheap looking. You should also be a as active as possible. Make new posts even if no one is replying. Then go to various post exchange forums like adminfusion.com and theadminzone.com to name a few big ones, request post exchanges
Write some computer related blogs and articles and digg them. Put some tuts (lol tuts) in the empty board for them

Also build up your backlinks, it may not get more users but it can help make your forum more popular and visible.
Also, I got a lot of traffic from linkreferral.com but be warned, a lot of spam bots visit as well (though they normally do not join) but this will give you IP Address searching experience

I don't have nothing against country domain extensions or whatever they are but they make more than needed dots and a longer domain, I try to stick with a .com because they are more popular and easier to remember
