Deactivate all your plugins, and close your board. Backup your database and files. Delete all the 1.2 files except ./inc/config.php and ./inc/settings.php. Upload all the new 1.4.4 files except ./inc/config.php and ./inc/settings.php. Go to yoursite.com/install/upgrade.php and choose 1.2.13 from the list, and follow the steps.

Can you (or somebody else) tell me how can i remove all plugins,all languge packs and all temlapte(themes)from my datebase ,that i have installed on my 1.2.13 ?

Just deactivate plugins in the ACP, and remove language packs. You have to delete all the 1.2 files apart from the two I mentioned above anyway.
