Well, keep maybe 1 of them staff. But you really do need members before you need staff. I think that when you start a forum, it is safe to have the ratio 1:40 in staff:members
But, is it okey if people sign up for it now?
What's to sign up for?? It's too broad and the subjects you have are covered better on dedicated forums. Not many general forums go very far.

Sorry, don't mean to be harsh, but you probably haven't got many members because there isn't much for them to sign up for. Maybe try and specialise on one topic.
