Can someone help me? I'm trying to make a moderator option 'convert thread to announcement' but I don't know how. If anyone can help me or make a plugin for me it will be much appreciated
Why not just post them as announcements? I don't think this can be done.

Why do you want regular members to be able to make announcements ...?
So that it looks like the member actually said(posted) it instead of the admin doing it
I think this may be a solution in search of a problem. Members shouldn't be able to make announcements. Announcements are supposed to come from forum staff. Just make it a sticky if you really need to do this, but frankly I can't see any practical application for this.
I got an idea..is there a way to make a post from a PM..you know when you send a PM to someone it makes it a post instead.

So someone could then sign up and make a spammy announcement in every forum?? Surely announcement are meant to only be made by staff??
but is there a way to temporally allow a member to make one then you can disable it
