I was surprised when I searched and found nothing on this. Maybe this post should be in feature requests?

Is there a way to allow only *some* users, not moderators, bypass the moderation queue? Not all users, just certain ones. I couldn't find it in user, group, or forum permissions.

Don't think so, sorry. It's a per-forum setting. People have requested it be per-usergroup or per-user but currently, it isn't possible without a plugin. However as people have requested it, it may be added in a future version, and I think it's quite a reasonable feature too really.
