but maximum 15mb is enough for 1 single attachments for a user.
bcoz many files are there more than 10 mb.
even some mp3 songs are about 8 mb.
1 single attachment should be about 15mb
and total mb we can upload together is about 50mb

You said that your host is letting you upload 50MB per file?
What is the problem then?
no i dont know how much my host supports space for uploading per file.
i m saying that a user must have permission to upload 15mb per file so i will ask to my host for that.
for me as admin, it's unlimited.. But for the member, they can only use 3.6 MB..
You can raise the attachment quota per usergroup by going to Users & Groups => Groups => (Pick a usergroup you want to edit) => Forums and Posts. There is a box here that you can type in a limit, in mb, for their quota.
To raise the upload limit on an attachment, go to Configuration => Attachment Types => (edit the filetype you want to raise the upload limit on) and edit Maximum File Size (Kilobytes).
i think free hosts dont supports more than 2 mb.
but i dont know about paid host.

There's a thread in the chit chat forum about hosts.
The limit that your host sets is what will limit you - so there is not much point in increasing the file size limits in the Admin CP without knowing for sure what your host has set.
