It's safe to delete it once installed. The ./install/ folder is protected though, and there is no known problems with it if you choose to leave it there...
I think most people prefer to simply delete it.
Yeah, it's safe, it's what you're generally meant to do. The forum won't work if it's still there or isn't locked. You get a new install folder each time the upgrade is needed too.
