I think your theme choice is very bright, so bright it hurts my eyes but I also dont have very good vision mind you. You need a logo, with something anime in it.
Too bright and nothing making it unique compared to other anime forums.
I've edited it but I'm hopeless with forum banner XD.
Firstly, you need a domain name, enough said.
Maybe make the link to the forum a bit more direct? I had to go through 4 links from the homepage just to get to the forum, despite clicking on the "Forum" link in the navigation.
Takes me to long to get to the forum page. A banner would be kool, some more content is the key of success!

@ritchie: The "tabs"(for the navigation) show up on two lines instead of one, might want to fix that.
