I made a change to template and then theme is messed up
I reverted back to old theme, i deleted and the installed again still the theme is not working anymore
Is the cache or something else?

Make sure ./cache/ and ./cache/themes/ are CHMOD to 777.

They are 777 and with ftp cannot delete the files inside themes

What are the files and folders inside CHMOD to??

Templates aren't cached. I can't help any more otherwise.
