In the annoucements page, there should be an option asking which groups can see the annoucement. Perhaps you guys could add even more options for who can see the annoucement, like by number of posts, reputation, registration date, etc.

Although it would be handy, it seems like a bit overkill. The way I would accomplish this would be to simply post the announcement in a group-specific forum.

Adding this would be a bit overkill, like Scoutie44 said. Not to mention 1/2 of the forums wouldn't use it, guarenteed.

Still, I think it is a good idea.
