Pretty much what the thread title says. It solves two annoying problems at once:
1. People changing their name too much.
2. People bothering you to change their name for them!
I think IPB does this... would be a good feature and solve annoying problems

No but that can be added. I already timestamp the last username changes. A few lines should do it.
