im trying to learn to edit the CSS of default theme

2 questions i have

1. while editing the #panel part, it just helps to change the background but not the default colors for following commands :
{$pm_notice}
{$bannedwarning}
{$bbclosedwarning}
{$unreadreports}
so where wud i find its templates?

2. i edited the body and the #container, but there is a border between them, i wanna make my forum fluid, so anyone knows it?

Those are under the Global Templates category within the theme.
