Is an email generated to them that includes the reason?

Nope, there's no email sent out, but they see a no permissions page on any page they try and view (as long as you keep the permissions for the banned usergroup default), and a bar showing the reason and the un-ban date.

That's all they'll see on any page they try and go to. States the reason and date of unban. If it's a permanent ban, it says that too.

I have a test account for stuff like this, you should make one.
I suggest to do this only at a localhost version. Because if you try to ban your IP on your main site you can't access your forum

okay let me ask one more thing, when a users IP is banned
so if the same thing appears as Matt you shown abouve or a different one,
Then, it just says this in a table:
I'm sorry, but you are banned. You may not post, read threads, or access the forum. Please contact your forum administrator should you have any questions.
