Not really, if by forcing it you mean they can't do anything else until they change it, it'll need a plugin.

hrm..there's not much you can do about it unless you give them something in return...

What i did was give them points/money on their birthday with the MYPS plugin and MYBank addon.. in the bank settings you can set the amount to give the users on their birthday. :o)
It's not forcing them to re-enter their birthdates but i know that a few of them did it after i told them about it in a post just to get the points/money :o)
