The Cache is fine and is CHMODed fine I need an answer on why this is happening?

this is making the forum look like there is no CSS!
Please, do not make duplicate threads. You have already mentioned this issue in one thread, that is enough. 1.4.5 has been released today and we are expecting a lot of support requests, duplicate threads aren't going to be helpful.

Is SEO URLs switched to on?
Admin CP --> Server and Optimization Options --> Enable search engine friendly URLs?
If it is, turn it off.
I have an admin account on his forum. Search Engine Friendly URL's are set to automatic detection but the htaccess has not been renamed.
Also, if you aren't sure that the problem is actually a bug, then don't write that in your thread title.
Look in the Tools and maintenance section, are you sure the CHMOD settings are right?? Also check the board URL setting.

This is going to get confusing for people if there's two open threads on this issue that have both been posted in quite recently...
The reason for this lies with it looking in the wrong place for the CSS.

Notice the index.php in there. Wink
So how do I fix this?

Everything is writable.
Check your Board URL setting in the Admin CP. Make sure /index.php is NOT included in the text field.
