just asking if I can empty the content of these mysql tables
mybb_sessions
mybb_threadsubscriptions
mybb_threadratings
doing this will effect the stability of my forum or not ?

I wouldn't empty the sessions table unless you want everyone logged off your board all at once...
There shouldn't be any problems if you empty the others, just you'll be losing all the data collected.

He means if you empty the threadratings and threadsubscriptions, the ratings of threads will be set to no starts and all subscriptions to threads that users have will be deleted.
If you empty those tables your forum will still be stable.

Well, yes, if you empty a table, you'll lose the data inside it...
