Not entirely sure how we're meant to know who they are and what they're doing, but Google the IPs and see if they have been associated with spamming or something similar.

could be someone using tor, so every time he sends a new request (goes to the next page, hits reload) he'll end up on a different tor exit node, and thus the forum will see a different IP every time.
or they're actually guests after someone spammed the link to this thread in some IRC channel or some other site that sees traffic from lots of users.
or they're spambots, but that's unusual behaviour - I had a case of spambots attacking a wiki and even though the wiki was removed long ago they still try to spam it every day (getting 404 errors)... but their IPs are more predictable than what you have in your list.
