My forums are losing activity and losing it fast.

I thought to myself, I need someone to help me raise my forum.
The thing I now need is someone, anyone who will help me keep my forum active.
Kinda, someone who would mind being active 24/7.
Prefferebly someone who does not have their own forum.
If that is not possible, otherwise is fine.
I really need someone to help me.
They can call the forum we share "my forum" or "our forum" and tell their friends, do post exchanges, etc.
I need someone who will help my forum a lot.
I need a partner.

If someone accepts this, all my forum services are theirs. (If they want)

You should try searching for link exchange services, or other sites with the same kind of content that you have, and see if they will link to you, and you link to them back, etc.
