Is there away of either makeing a forum private or making a forum so just the admins and mods can see it.

AdminCP -> Configuration -> Settings -> Board Online/Offline

Although with this, only admins (not moderators) would be able to view the forum.

What i mean is the forums inside the catagaries.

In the forum permissions for the forum, untick the 'Can View' option...

Yes, as Matt said, untick Can view for the groups you want to hide the forum from.
