I resently saw this issue with my sitemap in google webmaster tools:

Details - URL restricted by robots.txt

What changes do I make to my htaccess to fix this issue?

You have some kind of strange redirection going on there.

http/community.playdownloadgames.com/sitemap-index.xml

redirects to

http/www.community.playdownloadgames.com/misc.php?google_seo_sitemap=index

the actual name should be

http/www.community.playdownloadgames.com/sitemap-index.xml

Google does not like if sitemap URLs get redirected first, so the question is, which URL did you give Google for a sitemap?

Your robots.txt looks fine to me, but Google Tools also have a robots.txt tool, you can paste your robots.txt and your URLs in there and check if they are still accessible.

I also suggest you put the non-www -> www redirect up.

R=301 rules that do not depend on other rules should be at the top.
