No, comuunity.mybboard.net and http://www.phplicengine.com are not connected together. If you install PHPLicengine on your website and have MyBB installed for yourself too, you can connect them together. After that, when a user signs up in your PHPLicengine, then they will have an account on your MyBB too.

I forgot to add: our own installation is connected with our MyBB. If you register at http://www.phplicengine.com you will get an account on our forums too. But please don't test it in our live site if you have no plan to actually download PHPLicengine for yourself, if you have plan to download it, then you are more than welcome.
