what is the duty of "Public Relation Liason" staff in forums?

I would think it is someone that asnwers users requests and finds relavant content to puton the the site.

then what is the difference of it with mentor or moderator?

Mentors are members who are more knowledgeable than most with MyBB, Ryan is PR Liason to sort out disputes/issues etc.
