i reinstalled mybb so how to get my database update wit all my users and post

What is wrong with the back up?

First, do you have a backup copy of your database? If not and you did a reinstall, your database is gone. If you do have a copy you need to use phpMyAdmin to upload and replace your newly created and empty database. There is no function in MyBB to import it like there is in SMF or some others.
