I set the forumtime to 24 hr but when ill send a mass email the 24 hour time is no showing in the mass email its only shows the AM and PM time format and not the 24 hour format.

If I remember right, the mass mail doesn't actually parse the time into the format of your board. All it does is provide a UNIX timestamp, and let the email client receiving the email deal with the format of the time. If this isn't the problem, then please explain a bit more...
