I just completed my transfer to my new host, and i login to ACP And re-open forum, yet it still says closed. I also edit my welcome message, and it remains the same.

Any ideas?

Make sure settings.php is CHMOD to 666.

/inc/settings.php is chmodded to 666, still got same problem

Download your copy of settings.php, and then delete it from your server. Another one will be generated, may need to click around a bit for it to happen.
