the modcp is already existe but in a limited sense, it's represented by the online moderation, and the moderation tools. as they dont deal with the templates and other settings, these tools are quite enough.

Another alternative to the inline moderation, is to simply change a moderator into an Admin with limited permissions. This way, they would be able to access parts of the Admin CP, in essence its a "mod cp".
