How can i change Order to :
Diva haifa , Administrator , Photo gallery Administrator , Super Moderator , Moderator , Fans , Banned ?

1st it is showing the defult user groups then it shows the custom user groups i mean to say it will shows according to the user group id

You have to manually code the legend to get the order to change.

Matt , can u help me plz with editing this code ?

It's just normal HTML, you find the template for the legend, remove the variable that shows the groups, and manually code the groups with the HTML around them to style them.
