You have to edit the Guests group permissions to let them view attachments but I believe it will also allow them to download them too.
OK, I figured it out. But it only says download not view. I check all permissions but I still have to logg in.

hmmmmmmmmmmmm I never noticed that before. There is only permission to allow guests to download attachments. *shrugs*
However I think clicking the "allow to download" should have fixed the problem your having. Your guests can't even really download the attachment without right clicking. There might be a problem somewhere. Try upgrading your forum to the latest and see if that might fix permission settings.
Ya well I was kinda hoping to avoid reinstalling the whole thing.

No its too many pages. Just login an see for your self. I already gave the user name and password earlier.

Just need to see what permissions you've set for an affected usergroup in an affected forum....
