I have problems viewing sites such as hackforums. It returns a 403 Forbidden error.

You have been IP banned by the sounds of it. labrocca bans IP's from all his sites when he bannes them. It may just be if you have a dynamic IP that you got assigned the IP of someone who had previously be banned.
He also bans some countries too. I don't know where your from but I do know he bans Turkey.
