Like, users have the ability to make their additional user groups their primary user group without me having to log on to admin cp to do it?

Like, I have a three vip ranks so would it be possible for them to change their additional VIP rank to it's primary so the colour of their name changes

You can't change your primary group, but you can change your display group, which is what people will see you as. If you tick 'Yes, users can freely join and leave this group' and 'Yes, users can set this group as their display group' in the settings for the usergroup, then in the Group Memberships section of the UserCP, they'll have the option to join a group and then there's an option to 'Set as Display Group'. Setting it as their display group will then make them look as if that's their primary group, so their username would change colour, their group image would change etc.
