Humm I don't know if from 1.4.6 to 1.4.7 where changed files which aren't included in the core 1.4.8 package (although I could check it.. but it's boring), so the best option is uploading and overwriting everything.
Please note if you edited your core files you will lose your changes. But templates will remain the same.

If you're upgrading more than one version, you need the full package. The changed files package is just for upgrading from the last release to the new one. If you just use the 1.4.8 changes files package to upgrade from 1.4.6, you won't have the 1.4.7 changes....
