I even reuploaded it... and still nothing...v.1.48 clean install

What's the chmod on the file? It should be 666 or 644.
It is 666 I uninstalled everything again and will try it...once more LOL...

I just reinstalled everything and double checked it and still same problem that file is modded to 666
I hope I can get it back on or I will have a serious problem and have to find the other version and install that and upgrade.. I hope I can do that...
Reinstalling the database wouldn't affect this in any way at all, neither will upgrading, it's unrelated. You didn't answer my question as to what those 3 folders are CHMOD to... they need to be 755.
