why .htaccess didn't work for disable mod_security ??? maybe my file have a damage
I don't know really, I just know that there are people who have done the .htaccess method and it hasn't worked, but turning it off at the host did work.

I had a similar problem with htaccess, if the Otions directive had -Indexes statement and there's no index.php or index.html, it'll throw 403's.
