Pretty much, yes. You also need to include any custom graphics used by that theme and a README.txt file to explain the license and installation process.

Once you have exported your theme as a XML file, ZIP it up, then upload it with your post. Along with some screenshots, or a demo of it on a forum so we can all see it before hand.
