How do i if there is that feature already stop users from PM ing me when i turn off pm ?

I do not understand the question, please take more time to word your query.

ok sorry about that,
i ment like some how we could stop other users from PM ing you so for eg i could have a pm free day lol or even just for the moderators

Admin CP --> Users & Groups --> Groups --> *Select the group you want to turn PMs off for* --> Users and Permissions --> Private Messaging
Set whatever options you wish to there.

is there any way it can be user based like any user can?

You can turn it off in your User CP options.
