You've put the changed files into a new folder, you're meant to overwrite your current files with the changed files package.

I don't think put it in a new folder

Well, you have, look: /mybb/mybb1.4.6/MYBB1.4.8/

Unless you have a very odd file structure, you haven't overwritten the current files, you've put them in a new folder.
I have just looked at "http://weathertime.izfree.com/mybb/mybb1.4.6/MYBB1.4.8" and saw this "Error Type:
MyBB Error (40)
Error Message:
Your board has not yet been installed and configured. Please do so before attempting to browse it."
You're not even meant to be going there... right, where are your current forums installed?? http://weathertime.izfree.com/mybb/mybb1.4.6/ and http://weathertime.izfree.com/mybb/ points to the same forum, I'm quite confused on how you've setup your directories here... :|

ditto
Well, it's your forum, you must know where you actually want it to be... the /mybb/ folder...?? If it's meant to be there, not sure what the /mybb1.4.6/MYBB1.4.8/ is doing there.
Delete the mybb1.4.6 directory under mybb.

What version does it says you have when you login in ACP?

Ditto. By the way I moved it into the "mybb" instead of "mybb1.4.6"

I yesterday just move it out of mybb1.4.6 folder but it's still in the mybb folder
Right, so you want your forum to be just in the /mybb/ folder?? I'm not really sure what's what...

I just tried to upgrade agin with the forum turned off and this error "Warning: require_once(/home/weathrt/domains/weathertime.izfree.com/public_html/mybb/MYBB1.4.8/inc/db_.php) [function.require-once]: failed to open stream: No such file or directory in /home/weathrt/domains/weathertime.izfree.com/public_html/mybb/MYBB1.4.8/install/upgrade.php on line 50

Why, WHY are you putting your files in /MYBB1.4.8 folder?
The admin, inc folders et cetera you should keep under mybb.
