How can i rewrite FAQ and add a rules page which i can add to the menu?

If by FAQs you mean the Help docs, go to ACP > Configuration > Help Documents.

New pages: http://www.learnmybb.com/forums/thread-106.html and then just add a link to the page in the header template.
