but users under 13 can't acess the site
what i should do ?
i don't put " deny users under 13 "



+ if can i resolve this prob , can i send mail for all users under 13 ?

COPPA automatically denies users under 13 unless they have a parental concent.
You can't stop it denying users under 13 unless you disable it or they send you a parental concent form.

but i want it to ask users on registration about birthday date 8-)

As far as I know it should do that when coppa is enabled otherwise it wouldn't know whether to deny or accept the registration

how can i activate users under 13 !!
when i click activate i always receive : Invalid user

What page are you on when doing that??
