Is there anyway to give permissions to a group, such as;

-giving awards
-giving rep
-assigning people to new groups

all without making them administrators... so they dont have access to all the background info on ACP.
Awards is a plugin and AFAIK Labrocca's plugin only works in the admincp.
Reputation is a permission defined in the group settings.

Assigning a member to a group can work outside the ACP. If you have the group set to be joinable in the UserCP and you have defined a Group Leader then yes that user can accept/deny new users.

im using Nickmans award system... is that only operational in ACP?
I haven't used that awards plugin however I know you can only add them in the ACP. You could always give the user admin as an additional group and then finetune his/her admin permissions.
