You're not going to find a "good" host for free that offers PHP and mySQL. In the past, I've had experiences with coolfreepages.com, a slow experience, but the page was always functional.

I'm hosted with Equinox. Its a good host. No major problems yet. 
Well the only problems I've ever had were DNS related anyway. And I haven't had any of those yet.
