When people uses the image tag, the pictures doesn't resize.

Those settings aren't for the img tag, they're for attachments, says that in the descriptions...

Use a plug-in? There some plug-ins out there that are image resizers.

Image resizing is an inbuilt feature of MyBB. For starters have you got it enabled in the User Registration options?
