I have a user on my forum that cannot see the BBCode buttons (such as Font, Text Size, B, I, etc.) but they CAN use them in their posts.
- I have toggled it ON in the ACP.
- They have done it in the UCP.
- I have hijacked their account and done it myself (using a plugin).
Only this user has this issue.

Can you clarify this... what do you mean "in their posts"?
Any Javascript errors from your browser when you try to load the BBCode editor?
When attempting to post a new reply or thread. No errors are produced.
Make sure the editor buttons are turned on in their Options.

I have seen it toggled myself. I also stated that I did it myself using a hijacking plugin. It's definately toggled on.
Try turning it off, saving, and turning it on again, and saving. Sounds daft but that's worked for people in the past. Also make sure they have javascript turned on in their browser.
